
When the Reform Support Unit (RSU) of the Government of Sindh, in partnership with the World Bank, needed to revitalize School Management Committees (SMCs) across an entire province, they turned to SOCIO Engineering Consultants (SEC). The goal was ambitious: mobilize communities, strengthen local governance in schools, and ultimately improve learning outcomes for thousands of students.
The Challenge:
Across 1,093 target schools in Sindh, SMCs needed to be revitalized as functioning organizations. Many committees were inactive. Community members were unaware of their roles and responsibilities. Teachers required support. And funds – both local and government – were not being utilized effectively according to guidelines.
SEC’s Approach:
SEC designed a comprehensive mobilization program that included:

Assessment of existing SMC status in all 1,093 target schools

Capacity building workshops for SMCs

Preparation of School Improvement Plans (SIPs)

Teacher involvement in the mobilization process

Community awareness campaigns on SMC roles and responsibilities
The Impact:

SEC’s Role:
As one of the select consulting firms previously demonstrating an effective and pivotal role in the education sector, SEC provided technical and institutional support to ensure the program’s success – bringing fourteen years of experience in civil society strengthening to every school and community.
